• WHAT IS ELV?

    ELV is an abbreviation composed of the initials of “End of Life Vehicle”.
    
• WHAT IS ELV COLLECTION POINT?

    It is the place in which write-down procedures of end of life vehicle are completed by providing write-down and disposal form.
    
• WHAT IS ELV REGULATION?
  • 
    It is a Regulation based on control of end of life vehicles that was issued on 31 December 2009 and started to be effective on 1 January 2011 by the Ministry of Environment and Forestry.
    
• WHERE ARE ELV COLLECTION POINTS?
  •

• WHICH KIND OF VEHICLES ARE IN THE SCOPE OF THIS REGULATION?
  • 

    Vehicles that are being within the scope of Regulation About Type-approved of Motor Vehicles and Their Trailers, having seats with maximum 8 persons except for driver, motor vehicles for transporting pessengers (M1), cargo carrier motor vehicles whose maximum weights are not exceeding 3500 kg (N1) and three-wheeled vehicles being in the scope of Type-approval of two or three-wheeled motor vehicles, except for motorcycles and motorbikes. Write-down and Disposal forms may be arranged for these vehicles.

    
• WHAT HAS TO BE DONE BEFORE ELV DELIVERY?

    First and for most you should define the nearest collection point on OtoKumbara Delivery Map. CLICK for finding the nearest OtoKumbara Collection point then provide the following documents:

    1- Certificate received from traffic registration office defining having not annotations about sequestration, pledge, interim injunction etc.

    2-  Except for the vehicles withdrawn from traffic, discharge certificate indicating having not liability for motor vehicles tax, default fee, default interest, tax penalty thereof, traffic administrative fine, toll and administrative fine. Write-down procedures start up when you bring your vehicle and discharge certificate to collection point.

    
• HAS MY END OF LIFE VEHICLE TO BE COMPLETE?

    According to ELV Regulation, vehicles have to be left to collection points in complete. In case of lack part authorized person in collection point should communicate with OtoKumbara.

    
• IF MY END OF LIFE VEHICLE LACKS PART/PARTS WHAT PROCEDURES WILL BE IN EFFECT?
  • 
    Lack of part/parts is defined by the authorized person in collection point and certified together with vehicle owner. For lack part/parts contact will be made with the authorities of OtoKumbara.
    
• ANY PAYMENT WILL BE MADE FOR MY END OF LIFE VEHICLE?
  • 
    According to ELV Regulation, no payment is made for ELVs. However, for the vehicles which may have economical values authorities of OtoKumbara will define a charge.
    
• WHICH CERTIFICATES I HAVE TO GET BEFORE BRINGING MY END OF LIFE VEHICLE?
  • 
    Before bringing your vehicle to collection point you have to get following certificates:

    1- Certificate received from traffic registration offices indicating that there are not annotations about sequestration, pledge, interim injunction etc. in the records.

    2-  Except for the vehicles withdrawn from traffic, discharge certificate received from the relevant tax office indicating having not liability for motor vehicles tax, default fee, default interest, tax penalty thereof, traffic administrative fine, toll and administrative fine.
    
• IS MY END OF LIFE VEHICLE TAKEN FROM MY HOUSE? IS THERE ANY PLACE TO WHICH I HAVE TO MAKE NOTIFICATION?

    According to ELV Regulation, vehicles to be junked have to be brought to ELV Collection Point by its owner. If any help is requested from ELV Collection Point, vehicle owner shall be held responsible for charge.
    
• HOW MUCH CAN I HAVE SPECIAL CONSUMPTION TAX REDUCTION FOR ZERO CARS AFTER I HAVE DELIVERED MY END OF LIFE CAR?

    Any regulation has been issued yet about SCR reduction.

    
• MAY MY VEHICLE BEING WITH SEVERE DAMAGE?

    Your vehicle may be with heavy damage.

    
• WHAT ABOUT MOTORCYCLES?
  • 

    Motorcycles are not subject to Write-down and Disposal application as they are not in the scope of ELV Regulation. However OtoKumbara may be helpful with you in this regard and create solution. CLICK for contacting us!

    
• IS INSURANCE POLICY NECESSARY FOR MY VEHICLE?

    Insurance policy is not necessary for your vehicle.

    
• HOW CAN I KEEP THE WRITE-DOWN NUMBER OF MY VEHICLE?

    You can demonstrate that your vehicle has already been charged off by keeping the white copy of Write-down and Disposal Form certified by Traffic Registration Office and fiied up by OtoKumbara Collection Point.
    
• TIRES OF MY VEHICLE HAVE TO BE IN COMPLETE?

    The tires of your vehicle have to be in complete. However, if it is not the case authority of OtoKumbara will make marking at control form.

    
• WHAT PROCESS WILL BE PERFORMED TO MY VEHICLE AFTER IT HAS BEEN SENT TO RECYCLING PLANT?

• HOW CAN I STOP TAX PAYMENT AFTER I HAVE DELIVERED MY VEHICLE?

    When your vehicle’s entry in the register is deleted it also be out of tax liability.

    
• HOW CAN THE PRODUCING COMPANY CERTIFY THAT I HAVE GIVEN MY VEHICLE TO RECYCLING PLAN?

    OtoKumbara lets know the mark with which it has an agreement every vehicle when the collection procedures start and report yearly rates of recycle to it. The recycling process of the vehicle are followed up by both economical operators (automotive producers and distributors) and Ministry by vehicle chassis number through online system prepared by the Ministry of Environment and Forestry.
    
• HAS THE RECYLING PLANT OBTAINED NECESSARY LICENSES?

• WHAT ARE THE LEGAL OBLIGATIONS IMPOSED BY VEHICLE PRODUCERS?

    According to the ELV Regulation, automotive producers and distributors are referred to as economical operators. Again according to the ELV Regulation economical operators are liable to perform following things:

    a)  To comply with the bans about hazardous materials usage,

    b) To perform necessary coding, reporting, license and type-approval.

    c) To establish ELV Collection system and to be in a collection system.

    d) To perform or to have performed processing of ELVs collected, re-use, recovering and recycling in certain rates.
    
• WITH WHOM CAN I CONTACT WHEN I WANT TO GIVE MY VEHICLE TO RECYLING?

• HOW CAN I DEMONSTRATE THAT MY VEHICLE HAS BEEN RECYCLED?

    White copy of Write-down and Disposal Form that you wiil receive when your vehicle is deleted from register is the guarantee that your vehicle is going to be recyled by OtoKumbara. OtoKumbara has been authorized by both your vehicle mark and the Ministry of Environment and Forestry in this regard.
    
• MAXIMUM HOW MANY VEHICLES CAN I GIVE MY CARS WITHIN ONE (1) YEAR?

    Within one (1) year you can give vehicles as much as you want. There is no any restrictions.
    
• HOW MANY VEHICLES IN TURKEY TO BE RECYCLED?
  •
