As of 1 January 2011, end of life vehicles can only be delivered to the collection points of End of Life Vehicles (ELV) which are authorized with a certificate by the Ministry of Environment and Forestry. Scraping procedures for end of life vehicles are officially completed at traffic registration offices by submitting "Write-down and Disposal Forms", which have been given ELV collection points. End of life vehicles delivered to collection points are recycling by decontamination and processing centers licensed by the Ministry of Environment and Forestry.
